The Ministry of Business, Innovation and Employment (MBIE) is concerned about dodgy plumbing fittings being sold by small-scale importers.  As yet the scale of the problem and availability of the products isn't known, but the Government is not concerned.

The National Plumbing and Pipelaying Standards Committee called for standards to match the Australia's WaterMark system, where products have to comply with a standard. WaterMark is compulsory standards regime but in New Zealand standards are voluntary, and no one knows how big the problem is. A major importer of plumbing pipe into New Zealand says the Government needs to set up an investigation unit to clamp down on sub-standard fittings.

But the Housing Minister Nick Smith is exercising caution toward reports of shoddy plumbing products flooding the building market, saying organisations such as Auckland Council did not have significant concerns about cheap plumbing.

Smith said Australia have stricter rules that wouldn't be applicable - for example, their taps and fittings have maximum flows.

The comments were made after Master Plumbers said they had received an influx of calls over the last six months from residents worried about plumbing products or reporting failed fittings.

"Building inspectors are saying that plumbing is not one of the areas where they have concerns about materials," Smith said.

Plumbers put the issue down to a rise in cheap imported products in New Zealand, and a lack of regulation around their use. Some plumbers were obtaining written guarantees that they would not be not liable for cheap products supplied by customers before installing them.

The most recent investigation into a dodgy product late last year found a company had "dobbed in" a competitor and laid a complaint with MBIE. After a review the product was found to be up to standard, Smith said.

"We do need to acknowledge that the supply chain for plumbing goods is quite restrictive," he said.

The Minister was more concerned about "DIYers" who were not necessarily aware of products that don't meet building standard codes.
